Alcohol by volume, shown on most all beer containers as ABV%, is the percentage of alcohol content in the beer it is stated for. The higher the percentage of alcohol the faster you’re going to get drunk.
The alcohol is produced during the fermentation process at the brewery. This process uses the yeast to change sugars from the malt/grains in the brew to alcohol. The brewer can test the brew and make any changes to the brew to meet the end alcohol content desired.
